The French government has quietly ordered its hospitals to prepare for a large-scale military conflict by March 2026—an alarming directive that raises serious questions about Europe’s future and the West’s readiness for war.
According to a letter dated July 18 from France’s Ministry of Health, hospitals must be ready to treat anywhere from 10,000 to 50,000 wounded soldiers over a span of 10 to 180 days. The plan even anticipates medical centers being set up near ports, airports, and major transportation hubs so that injured foreign troops could be stabilized and rerouted back to their home countries.
Preparing for a “Major Engagement”
French Health Minister Catherine Vautrin did not deny the letter’s existence. Instead, she defended it as “perfectly normal” crisis planning, comparing it to stockpiling supplies during pandemics. She even cited France’s lack of preparedness during COVID-19 as a lesson learned.
But there is nothing routine about preparing for tens of thousands of battlefield casualties. This is not pandemic planning—it’s war planning. And it suggests France’s leaders see a far higher likelihood of Europe being dragged into a broader conflict than they are publicly admitting.
Macron’s Military Build-Up
This latest directive follows a series of moves by President Emmanuel Macron that signal France is bracing for hard times ahead. Earlier this year, his government distributed a 20-page “survival manual” to French households, instructing citizens to stockpile canned food, bottled water, flashlights, medical supplies, and even prepare for nuclear fallout.
Macron has also pledged to double France’s defense budget by 2027, raising military spending from €32 billion in 2017 to €64 billion. That’s a staggering increase at a time when France, like much of Europe, is facing economic stagnation, energy insecurity, and social unrest.

The Shadow of Putin’s War
While officials insist these measures are “general preparedness,” it’s no coincidence that the French government is issuing them while the war in Ukraine grinds on and tensions between Russia and NATO are escalating. The fear in Paris—and across European capitals—is that the conflict could spill beyond Ukraine’s borders, pulling NATO into direct confrontation with Moscow.
A French satirical paper, Le Canard Enchaîné, first broke the story about the hospital directive. Satirical or not, its reporting is serious: France expects to serve as a “rear base” in the event of a high-intensity conflict in Europe.

Why It Matters for America
For Americans, the implications are clear. France, a leading NATO power, is openly preparing for the kind of mass-casualty war that most U.S. officials and media commentators dismiss as unthinkable. If Europe is bracing for major combat in less than two years, the U.S. will inevitably be called upon to provide troops, money, and weapons.
Meanwhile, Washington continues to run trillion-dollar deficits, outsource critical supply chains to China, and pretend that “green energy” subsidies are more important than rebuilding our defense industrial base. France is bracing for impact. America should ask itself if it’s doing the same.
